Deacon James Huckaby

James E. Huckaby is the Executive Director of Operations and Risk Management for the Mesquite Independent School District. He has been employed with the district for 25 years. Deacon Huckaby and Janice, his wife or 35 years, are both graduates of Texas A&M University-Commerce.  They are the proud parents of two sons; Christopher, a graduate of Texas A&M University-Commerce and Stephen, a graduate of Northeastern State University.  The Huckabys are active members of New Hope Baptist Church in Mesquite, Texas, and they have a history of active involvement within their community and surrounding areas.  Deacon Huckaby was ordained in 1987 by the late Dr. James B. Rogers at the Mt. Hebron Missionary Baptist Church in Garland, Texas.

Huckaby is a long-standing member and past president of the Mesquite Rotary Club. He served four terms as president of Mission East Dallas, a non-profit Dallas County faith-based organization providing medical and dental services for low income/uninsured individuals. He is a past president of the Mesquite Social Services and the American Heart Association-Mesquite Division Board of Directors.

Huckaby has been the recipient of numerous risk management awards including the prestigious “National Risk Manager of the Year” Award from the Public Risk Management Association and cited as one of the “Top 10” Public Risk Managers in America in the July 2000 edition of American City & County Magazine.  Huckaby is a past president of the National Public Risk Management Association (PRIMA) and the Texas PRIMA Chapter. He served a two-year term on the Texas Safety Association Board of Directors. Huckaby currently serves as a public representative and officer on the Texas Life and Health Insurance Guaranty Association Board of Directors. He served as a public representative on the Texas Surplus Lines Stamping Office Board of Directors from 2008 - 2010.  Huckaby is a frequent presenter at both national and state risk management conferences.

Huckaby received a Bachelor’s and Master’s degree of Science from Texas A&M University at Commerce, TX.  He holds the designations of Associate of Risk Management (ARM) and Associate in Risk Management – Public Entities (ARM-P).
